An Alabama man was arrested Monday outside a prison after a guard spotted the man toss a backpack over the prison’s fence, state prison officials said.

After investigating, police found Glenn Norman, 36, of Montgomery, hiding outside the Elmore Correctional Facility and four backpacks confiscated.

Those backpacked were filled with contraband including phones, weapons, lock-picking tools, drugs and other contraband, police said.

Norman was charged drug trafficking, promoting prison contraband and trespassing.

Police said Norman had been arrested two weeks prior on similar charges at a different prison. Norman was arrested in late December at the Bullock Correctional Facility attempting to smuggle cell phones, alcohol and other contraband into the facility.

Elmore County Jail records show Norman was being held on $4.5 million in bonds.
